Rebooting PC requires re-pluging HDMI cable

Spec: intensity pro with latest firmware/driver; kernel 3.17; systemd; Arhlinux
Pressing power key on a computer (not holding) and then followed by power on - requires to re-plug HDMI cable, otherwise card does not see a signal. once re-plugged - video capture comes back OK. It is 100% times reproducible.
Interesting thing that if I run reboot command in shell - I don't see that behavior.
Any ideas what can I do to fix that problem?

It sounds like the EDID is getting lost and needs to handshake again with the reestablished connection of the HDMI cable.

I'm extrapolating heavily from the behavior of unrelated drivers, but perhaps the Intensity Pro driver could be modified to check for a pre-existing connection at bootup, in addition to reacting to the physical link signal edge transition?
