RTC time ends in HHMMSS>>FF<<?

It it a printing mistake that the RTC time is retrieved and set with a frame-count for the split-seconds?
(In the SDI and Bluetooth protocol of the USRA and BMPCC4K cameras.)
Why would the RTC depend on whatever frame-rate is selected?
Any idea what the 2 fields for geolocation are used for? Does it end up in metadata?
1 location per clip or per frame? (If it changes during the recording.)
If location, why not compass direction too? (sorting multicam clips with mixed up camera names)
