Fanless PC for 19" Rack with slot for a DeckLink SDI 4K Card

Does everyone has an Idea for a PC inside a 19" Rack, with a free Slot for a DeckLink SDI 4K Card?
It must not be a 19" mountable PC, it can also be a SmallFormFactor PC or a miniPC or what else, but
it MUST HAVE a free Slot for a DeckLink SDI 4K Card and the PC MUST BE FANLESS!!!

Well, the DeckLink SDI 4K Card has a fan and is louder than the CPU fan and 2 chassis fans in my Xeon desktop (which is 17" wide so fits inside a rack, but that is probably no what you mean). Shuttle style case is probably what you are after but that assumes you don't need a decent graphics card as they only have 1 slot usually.
