Desktop Video 9.7.7(9.7.8 or 9.8) loaded by half.

Problems:
1) I have Windows 7,motherboard Z77X-UD5H-WB WIFI,Renesas Electronics USB 3.0 Controller (
uPD720202 chip and drivers to him).
2) I Connected Intensity Shuttle USB 3.0 .
3) I Downloaded The Adobe Creative Cloud.
4) I disabled it temporarily to all programs.
5) Start downloading Desktop Video 9.7.8 or Desktop Video 9.8 for Windows.
6) paging Starts and stops halfway!!!!!!.
Application LiveKey showed a error:"livekey did not detect a validblackmagic decklink card.
6) My observations: (a)the Problem does not depend on the version of the Desktop Video;
b) the Problem does not depend connected or not connected Intensity Shuttle USB 3.0 to PC;
c)at The same time, Desktop Video 9.7.8 or Desktop Video 9.8 for Windows loaded
on my other laptop.
I would like to ask: 1.Why the error occurs: "livekey did not detect a valid blackmagic decklink card"?
2.Why is finished loading halfway ?
