up down cross converter card in open gear frame

I installed a udc converter in an open gear frame. It installed correctly and the web gui of the gear frame indicates the card is ok. I run SD video into the udc and program the card to produce HD. The HD looks poor. Movement in the picture is "jittery"- it nearly looks like progressive scan video- or "ghosting". I am getting the same result with 2 udc's. Has anyone encountered this? Many thanks.

What are your input and output formats?

We have a bunch of these cards, generally running NTSC to 720p/59.94 or NTSC to 1080i/29.97, and don't see anything particularly wrong (the upconversion isn't as pretty as our older Teranex units... but the OpenGear card doesn't have all of the noise reduction and enhancement, and costs about 100 times less).
