(Intensity Pro 4K) 1080p capture from consoles doesn't work

I recently installed the Blackmagic Intensity Pro 4K into my PC. I installed the drivers and everything is up to date. Problem is, I am unable to capture any 1080p sources, except for a laptop (which worked fine at both 60 Hz and 59.94 Hz). I tried an Xbox 360 and a Wii U (neither use HDCP to my knowledge) and while both consoles worked fine at 720p and 1080i, nothing would show up when I switched it to 1080p. The video input box in Desktop Video Setup just showed a "-", where it otherwise would say "720p 59.94". I have tried two different PCIe slots (both are 16x slots), and even changed the BIOS settings on one of them to give it more bandwidth (disabling 2 SATA ports). The results have been the same each time. I will list my specs below:

ASUS Z170-A Motherboard
Intel i5-6600k CPU
16 GB RAM
GTX 1070 GPU
Windows 10 and Arch Linux (got the same results in both)

I am also unable to get any capture out of my PS4, regardless of resolution settings (tried 480p, 720p, and 1080p). I do have HDCP disabled in the settings, though maybe HDCP is still causing an issue.

Any ideas?

Have you tried changing the settings in Media Express itself to see if the signals are recognized?

Yes, I've tried pretty much everything, including setting the exact expected mode (eg. 1080p 60 Hz). Everything else will auto detect the resolution though.

I also found that on my own PC, it won't capture 1080p 60 Hz from another desktop PC either (though it will capture at 30 Hz). It was on my friend's PC that we were able to capture 1080p at 60 Hz from a (different) laptop, though the Wii U and PS4 did not work at 1080p on my friend's PC either.

Also, 4k at 30 Hz (output from another PC) will not capture properly. Unlike 1080p 60 Hz, the Desktop Video program does show "2160p 30 Hz", however it is only a black screen in Media Express.
