Trouble with my Intensity Pro 4k after Installation

I just received my Intensity Pro 4k that I was planing on upgrading my old Intensity Pro to for some time, however I can't get it to work and when it is working its giving me issues.

I tried different things to try and get it to work but none of them gave me a good result. The only time it did both display an output and audio was with my Wii U and PS4. On the PS4 it would just constantly show the image and audio for a bit and then go black and keep repeating that randomly with about 3 seconds of the video/audio being seen (I wanted to get a recording of this but it's even worse now.) For the Wii U I could get it to display at 720p and 1080i in Media Express (1080p both wouldn't show and would show a very glitched and super zoomed in image on my output monitor). I wanted to see if maybe it was taxed on my CPU somehow with the old card still being installed so I tested that one against it with the Wii U set to 720p. The 4K is sub 60 fps and the audio is staticed while my old Intensity Pro is running at 60 and has the audio just fine (a video to show what I mean here: youtube.com/watch?v=EeIFMQP-wK8 . The first part is w/ the 4K and the second is just the Intensity Pro). Seeing as the Wii U at least showed up in 720p I tried the same with my Switch but that actually did not show up at all on the 4K. I plug it into my Intensity Pro and it shows up and works like it always did before.

I'm really at a loss as to why it is not working. I did the initial installation after turning on my PC with it in, already had 10.9.5 on my PC, decided to do a fresh install of 10.9.5, but none of these made a difference. I installed it into a 16x PCI-e port as I did not have a 4x one on my motherboard but I don't think that would give me this many issues honestly. In the Desktop Video Setup application the 4K doesn't see the Switch at all for and the PS4 only shows up when it displays it for a few seconds. My Intensity Pro sees both the Switch and the PS4 just fine in this application (it doesn't capture audio from the PS4 which is another reason I wanted to upgrade to the 4K).

Chipset on the 4K could be more picky about the input signal.. Try a different and shorter cable and see if it has effect. ;)

I tried 3 Different HDMI cables and none of them had any effect.

I tried 3 different HDMI cables of varying length and non of them had any effect.
