Shuttle and Decklink Not Appearing

My Intensity Shuttle and my Decklink are not appearing under Media Express or in Blackmagics Control Panel setting yet the drivers are installed and appears on Device Manager... I had a similar issue with a mini recorder PCI card where I had to find the right version of Desktop Video to be able to actually use the card and capture... PLEASE HELP!

The latest version of Desktop Video does support Windows 7. It may help to have some additional information about your system so others here can provide guidance.
