RAW is not flat or LOG or Video. RAW is just raw sensor data. Its actually black and white. It needs to be debayered and processed to have any colour or look. The image will look different in every app you open it in. Each software package will read and interpret the meta data differently depending on the setting in the software.
You will probably find Resolve is set to process the RAW as Rec.709 and Photoshop is just making a guess as to how it should look.
