I think it's NOT a camera defect. It looks like a normal flare. If you look at the end of clip you see the row of similar spots which move but are on one straight line directed to the Sun.

That's what lens flare looks like, sometimes you can use it for a creative effect, liked using a sunset. Mid the sun is higher in the frame, which is more typical, then the flare comes across the view from the sun at an edge, towards the center of the image. The type of flare you get, depends on the lens design. Using a deeper lens shade or matte box with flags can help control flare.

Did you have any filters on the lens?

Definitely a lens flare, no worry. A lens hood or matte box would help.

I agree with the other forum posters.
As you pan the hottest spot moves which would suggest that there is nothing wrong with sensor.

I would suggest using a French Flag at least or something similar.
