Over expose when using light meter?

Over expose when using light meter?

I saw this touched upon in another thread but it didn't get a lot of discussion. When using a light meter (I just ordered a Sekonic L-398A Studio Deluxe III), my understanding is that you need to overexpose from what it tells you by 1-2 stops to get 18% grey?
