No. Global Shutter is a basic (non-)feature of the sensor, not a software thing.

Actually the sensor IS capable of global shutter, but at a significant cost to its performance (noise + DR) - but its is also not just a case of flicking a switch or re-writing software to change it from its current configuration.

For you tech geniuses: It seems to me that rolling shutter issues are somewhat reduced by using a lower shutter speed. Is there a lower speed or shutter angle that it is not and issue-- like 360 degree shutter, for instance ?

rolling shutter issues are not reduced at the lower shutter speeds - rather their appearance. Motion blur will hide some of the rolling shutter artifacts. There are exceptions in some sensors but they normally are not of an interest to us as the rolling shutter appearance is reduced when going from a very small angle to a regular angle of 180 (GoPRo3 for example). Not sure what causes that, possibly multiple read out that has to be used at the very high shutter speeds.
