Does nesting sequences lower resolution in Davinci Resolve 19?

Depends. What resolutions are you using?
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

OK.

If you're putting 1 into 2, you should probably look into using SuperScale. It's pretty good.

If you're putting 2 into 1, then yeah, you're reducing resolution.

Either way, there are several reported issues when using nested timelines, so you should think about how to do the work without using them. It may serve you better in the end.

Very interesting information. But, what if I am nesting a timeline into the SAME resolution timeline? Does THAT lower video quality?

By the way, thank you. So then, my best practice would be, if I have a narrative short with fifteen scenes and fifteen timelines (one for each scene) instead of nesting the completed, edited timeline onto one final timeline, just cut and paste all of the edited clips onto the final timeline in order?

No

Cut and Paste would work, so long as you follow the pages left to right. Edit - then VFX, Color and Audio. (Doing those things in one timeline makes things easier.)
