"Change Speed" Cut Page not working

Hey

When I click "Change Speed" in the cut page, nothing happens, no pop-up window like in the edit page. Can't find anything in the manual. How should it work?

On the Cut page, there is no pop-up. The 'tool' appears below the viewer.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.
