You definitely can get more performance from multiple GPUs but you have to config the system correctly and have processing needs that use the extra power. That said, for many users, one very good GPU is much better than two average GPUs.

To be able to utilize those GPUs, for example support 8 GPU at x16, you need a MB with CPUs that can provide 128 lanes. But if you don't have those, usually most users have a 28 to 32 lanes, 1 or 2 GPUs will be much better since you have 16 lanes for each gpu. But if you have only 32 lanes with 8 GPU, each gpu will only have 4 lanes or less for it, depending what other pci cards you have too.

Yeah, if your cpu and mb has 40 lanes, go with a couple GTX 2080ti.
