Node Layers greyed out?

Is there any requirement as per when Node Layers must be activated? Found them greyed out on the settings menu on a previous cloud project.

I've not seen anything amiss with Node Stacks for Local Libraries.

Things sometimes do differ for Cloud Libraries, where different people might have different access.
