retime clips after scene detection

Anyone having a solution, that after scene detection resolve retime's clips on the timeline if there are fades are any other quick moving things happening in the image ?

Unclear what you are asking, can you be a bit more detailed?

Don't retime any clips prior to scene detection. Don't have any scene detects during fades. If you need to retime anything later, wait until all the clips are conformed. Is that the answer you're looking for?
