For multiple flags, use the first assigned flag.
It would also be helpful to have more than 9 colors. Avid has 16 so there's enough to label 16 categories of clips discreetly. Then you could more easily keep it to one color if that's all you need. Between multiple cameras, stock footage, VFX, graphics, etc. I usually go over 9. I find it a bit cumbersome to have to go to double flagging.
You could always still flag a clip with more than one color if your workflow uses flags differently.
And add to that the option to use the full frame color if your workflow needs that.
Flexibility is best.
FYI- I take 20-30 minutes in prep to flag all sources (cameras, stock, VFX, graphics, etc) the same color. It makes navigating the lightbox and timeline really nice. In A-Mode you can see where each camera is in a scene very easily. And in C-Mode you can see the sources grouped together really nicely. It saves me much more than 30 minutes overall.
