international languages bug

I use iMac 27", OS X Yosemite 10.10.5

When pressing the L key it should play forward, but when I do it while on different keyboard (Hebrew) it doesn't work, so I have to change the language before using this keyboard shortcut which is not really a shortcut that way.

Same thing here. Fortunately I am fluent in both Hebrew and English!

Yes most of the softwares are designed to work (well) with one keyboard layout.

I have some uk keyboard around and is a pain switching between them and the usa version in any application: they are close but different enough. ..
