Duplicate keyboard mappings by default?

I've just installed the new 14b3 version, and since I'm using a non-US keyboard, I have issues with some of the shortcuts. When I went into the keyboard mapping preferences, I can see that there is some keyboard shortcuts that has yellow warnings on them since they are used for multiple functions. Shift-C and Ctrl-W are two examples of this.

Surely this is a bug? The default mapping should not have errors/warnings, should it?
