Project unlocking on Postgresql in 14

Computer A hard crashes while Project 1 is open.
Computer B tries to open Project 1- the project is locked.
On 12.5, I would log in to the admin user and unlock the project, then open normally on Comp B.
For a new database on 14, this doesn't seem to be an option at all. My only recourse is to export, then reimport Project1 into the database.
Has anyone else run into this?
