720p 23.976fps

I'm getting weird interlace artifacts with a project which was working before. I'd downscaled and rendered out some 1080p clips to 720p, brought them back into a 720p timeline at 23.976 playback, monitoring set to 1080p. I've since moved some stuff around, updated to Resolve 14, now using a Decklink Mini Mon 4k pci instead of an UltraStudio Mini Mon. I imported the project again and the clips wouldn't play smoothly. I cured this in the end by setting the timeline to 1080 and input scaling to scale the clips up.

I can see the logic of having the monitoring and timeline res the same but there's also a logic of having the timeline res match that of all the clips.

My question is, why is this necessary now and why wasn't it necessary before? Something in my system changes or something new to Resolve 14?

Win 10 Pro, 6-core i7, GTX 1080, 32GB RAM.
