Same problem here, been tearing my hair out for the last 24 hours on this one and here's what I've figured out.

I can still open and edit RED footage in CineX or Premiere so it seems like it's a compatibility problem with Resolve. I just spent about 3 hours on the horn with Apple support and basically the only way you'll be able to roll back an update is if you've got a Time Machine backup from 10.13.1. If you weren't using Time Machine (like me) there is no way to roll back to 10.13.1 because in order to install that version you need to be on 10.13, and Apple "doesn't have" those install files anymore, or at least that's what the senior Apple rep told me. It baffles me that Apple just updates its users off a cliff without an easy way to revert back in cases like this. So I think we're screwed until Blackmagic releases a patch, or someone else figures out another way around it.

That being said I haven't tried installing Resolve 14 on an older version of macOS, but I don't have time to piddle with it anymore, I'm just gonna find another machine that hasn't been updated yet.

Glad I've avoided updating to High Sierra still. I'm still on 10.12.6 and as content as a mouse with wine and cheese.

On another note: WTF Apple? The only thing I ever hear about High Sierra is that it is glitchy as ever.

I think you can generally say: Don't update if there's no concrete reason for.
I recently updated to Sierra because of some issue with TB III.
Otherwise I'd have stayed with El Cap though.

I have only recently updated to Sierra.
I'll probably wait for the next major release before even trying High Sierra ;-)

But don't forget: you should have loaded the last OS at least once, or it'll disappear in your AppStore account.
