"Deliver as Premiere XML" causes multi-hour export

I'm trying to save an assembly cut as a Premiere XML file using the stock settings under the "Deliver" tab in Resolve. The timeline is just over 13 minutes. I haven't done anything fancy with the footage, just synced the audio and video.

When I add to the queue and hit "render," Resolve estimates a 4+ hour wait time and exports entire video files. This seems wrong -- shouldn't a Premiere project file just call up the source files? (or really any project file from any editor) That's the whole point of XML.

Can someone please shed some light on this?
