What graphics processor does the laptop have? GPU is very important to Resolve performance.
Davinci Resolve Studio 18.5 build 41

MacBook Pro 14" Max, MacOS 13.5, 32 GB RAM, 24 GPU cores

My laptop GPU is a NVIDIA GEFORCE GTX 150 Ti, 12154 MB total memory, and also it is slow even with proxies, once I add more than about 10min of (4k) footage that is. Is this normal?

What would a recommended GPU be?

I'm on Windows and DaVinci Resolve 14, Intel Core i7, 16GB RAM (would 32 help?)

Your graphics unit is not up to spec.
No, an iGPU is not enough, and you can't use HEVC 10 bit 4:2:2 in the free version.

Studio 18.6.5, MacOS 13.6.5
MacBook M1 Pro, 16 GPU cores, 32 GB RAM and iPhone 15 Pro
Speed Editor, UltraStudio Monitor 3G, iMac 2017, eGPU

To Edwin and Marcus.

Hi.

In Resolve the CPU is used to run the app, disk I/O and compression and decompression of codecs.
Resolve does all its image processing in the GPU on the graphics card. More CUDA/OpenCL Cores are better.

4K/UHD have 4 times the pixels of Full HD and require much stronger CPU and a GPU with much more CUDA/OpenCl performance and Video ram.

Suggest you have a look at the DaVinci Resolve 15 Configuration Guide:
