Audio Loudness

Hi,
in the Edit page in the mixer panel I can see a little white line near level -10.
In fact if I am -10, the window show me a 0 level.
0 level correspond to -10.
Is there a way in order to change this reference?
I would like to have 0 to -18.

With the fader set at unity gain (the white line), a -18dbfs 1khz tone reads correctly on the meter as -18dbfs. -18dbfs corresponds to 0vu. So it's all working as it should. The meter scale is not the fader scale.

Thanks Charles,
it was a misunderstanding concerning the loudness.
I found an EBU scale +9 and an EBU scale +18 in the Project preferences.
If someone, like me, doesn't understand well the meaning I suggest this:
