What is causing unwanted stop action in 3840x2160 mp4?

I have trying to figure this out. When I play the completed video on my 4k tv the 3840 x 2160 video mp4 there are a lot of stops and starts but not on my pc(1070 GTX). When I check properties using VLC the video data rate is 237000 knits so I think theta is choking on it. When I rendered the video I left the video rate setting at automatic but maybe I should have restricted the data rate. Any help? The original clips were shot in 4K using a Sony AX53.
