Scopes are different when paused vs when playing

My scopes reflect a much brighter image when paused, but shift downwards while playing. The actual image itself is not changing - the change on the scopes is not reflected on the image.

I've attached images of the scope changes. Is there something I'm missing in my settings?

Not seeing this on my machine. Are you seeing this in all projects and with all file types and all grades, or is it limited in any way?
Resolve 14.3 Studio. GTX 970 with GeForce 390.77 driver. Desktop Video 10.9.10. Intensity Shuttle USB 3.0. Windows 10 Pro.

I'm coloring a feature length doc that was shot using old school DVCAM. I have Resolve handling all the deinterlacing through "Clip Attributes." The codec is DVCPRO - NTSC. Clips are 29.97fps at 720x480 resolution in a 1920x1080 timeline.

I've never colored something with this kind of footage and haven't noticed this problem on other projects.

Can you post a link to one of the clips for us to test out?

Do you have proxy mode enabled (perhaps in conjunction with an OFX).
In proxy mode the filters do not necessarily scale when there are less pixels.
