Disable Output Blanking in render settings.

Please can we have this? Seems it was mentioned as far back as a v13 wishlist thread but still not implemented. Ta

Top and bottom cropping or letterboxing if you will. When outputting VFX plates I want to output the full frame without having to flick backwards and forwards between the edit and delivery pages and also disabling and reenabling it from the drop down menu.
