GPU and CPU usage issues

Msi 1050ti 4gb
Amd ryzen 7 1700x
16gb of ddr4 ram
msi x370 gaming pro carbon
issue: i checked my CPU and GPU usage while trying to render and i see that it is using about 20% cpu and 0%Gpu. As a result the rendering process is extremely slow for even a 3 min video. Can someone please help me find out how to let resolve use more CPU and GPU in order to speed up rendering?
