Sorry I don't have time to be more detailed, but a layer node is what you need.
1. Create your power window and track it.
2. Make it red.
3. In the power window tab, click the '...' button and 'Copy Window' AND 'Copy Tracking Data'
4. Right click on the node and add a Layer Node
5. In the new node (not the layer mixer), add a new power window
6. In the '...' menu of the power window, Paste Window and Paste Tracking Data
7. Left click and drag your mouse over the power window's size field and decrease it a bit. This controls the border width of the outline.
