15.1 stuck on Control Surface

I have done some trial and error and think I have this narrowed down but not totally sure. When I install 15.1 it gets stuck (forever - I let it load while watching a 2 hour movie and it never budged) on the Control Surface splash screen. Uninstalled 15.1 and installed 15.01 and it blew right past it. One of the things that I did notice though - 15.01 asked me to allow the connection via Windows Firewall - 15.1 did NOT. I tried to disable the firewall but still would get stuck in the same spot.

I don't have all of my machine specs handy but here they are roughly:

Core i7 4.0 ghz
32 GB Ram
Windows 10
AMD Radeon 6870
