Insert 200 clips and sound effects at times from file

Hello.

I have a file with relative timestamps (hour:minute:second) and I wish to add a fusion clip and sound effect at each of those times in my timeline. Is there any way of doing this (not manually)?

I imagine it could be done with a EDL file or something like that. But I don't have such a file and don't know how to make one. (I'd be willing write a program that converts my CSV file to some other format if it is not to complicated.)

Maybe if all else fail I can automate this using AutoHotkey.

Background:

I'm editing a video of me performing a programming challenge and I wish to indicate when the top 100 completed the challenge by way of sound effect and a fusion animation. Each challenge has two parts, so there will be 200 of these indicators, hence my reluctance of adding clips manually.

I'm using DaVinci Resolve 15.2.0.033 (free variant) on Windows 10.
