Render Separate Clips - but include base / text layers

Simple issue - I did some checks but cant find an easy way around this.
I have 2 video layers
Top video Layer - Clip 1,2,3 etc of a static clean green screen talking head with an alpha output - easily keyed in color
Bottom video Layer - this is a simple colour.
I want to render the Clip 1, Clip 2, Clip 3, etc but include the base color layer in each individual clip - otherwise I just get a black background on each clip - instead of my nice color...
I imagine I could break the base layer to match each clip above and make a compound clip for each (1,2,3 etc..) but there must be an easier way...
This must also apply to text layers above etc...
