Davinci resolve 15 latest version will not boot

Turned on pc today and windows 10 did an update and now davanci resolve 15 splash screen will not come up. Also on my davinci resolve icon on desktop looks like a armor shield appear over the icon. I uninstalled reinstalled and nothing. I control alt del and when I click on the davinci resolve to load it appears running in task manager but nothing happens. I uninstalled reinstalled same behavor. Tried different amd 470rx drivers same result. Once thing I did was have my cable modem unplugged for some time doing some construction work in living area then plugged back in. Could be a mac address issue that davanci is having issues confirming my purchased key so the splash screen wont load?

I run windows 10 64bit version 1809
os build 17763.437
DaVinci Resolve 15.3.1 Studio
AMD RX470 driver 17.11.4
intel 8700K
asus max hero x motherboard
cosair 16gig ram ddr4 pc3200

Updated to latest studio 15 and even updated video desktop software as I own bm4k mini capture card.

Ok updated to latest amd drivers,latest video desktop software and last possible highest resolve studio 15 version and STILL no splash screen. Shows up in task manager. Going to BIOS next.........

Fixed my issue. For some reason my bios changed a feature in multi monitor to disable it. Must be a forced windows update for intel processors that caused this. If you need help this video fixed my problem. I am so glad!

Question is WHY IS MICROSOFT MESSING WITH MY BIOS! I AM PISSED ON THESE FORCED SECURITY INTEL UPDATES MICROCODE.

I disabled multimonitor a long time ago because I use to use intels gpu and rx470 adobe premiere to accelerate export to youtube using dual gpus. but in davanci it caused a gittery fps playback in the timeline so I disabled and my playback was smooth and no drops in frame rates. I left it off for a solid year no problems but last week windows and intel had a forced update. So hope this helps out many. Ill have to test timeline. I left the intel gpu driver uninstalled.

I write code and build computers so I know much about computers and windows. I feel sorry for the guy who has no idea as he will be lost if this happens to him.
