Fixed my issue. For some reason my bios changed a feature in multi monitor to disable it. Must be a forced windows update for intel processors that caused this. If you need help this video fixed my problem. I am so glad!
Question is WHY IS MICROSOFT MESSING WITH MY BIOS! I AM PISSED ON THESE FORCED SECURITY INTEL UPDATES MICROCODE.
I disabled multimonitor a long time ago because I use to use intels gpu and rx470 adobe premiere to accelerate export to youtube using dual gpus. but in davanci it caused a gittery fps playback in the timeline so I disabled and my playback was smooth and no drops in frame rates. I left it off for a solid year no problems but last week windows and intel had a forced update. So hope this helps out many. Ill have to test timeline. I left the intel gpu driver uninstalled.
I write code and build computers so I know much about computers and windows. I feel sorry for the guy who has no idea as he will be lost if this happens to him.
