Resolve 16
Dell G3 Model 3590
9th gen Intel i7
16gb memory
512gb ssd
NVIDIA GeForce GTX 1660 ti
6gb graphics

I apologize, I could not find any topic like this. New to resolve, please help.
I made an edit of some racing that I film, which has some fast movement and quick panning. Whenever the camera moves or pans everything becomes burry, with horizontal lines throughout the video. I've tried changing frame rates to make sure they're all correct, all set to 29.97. I started a new project to double check all the settings, and even in the media tab, before I import to the media pool, just previewing it does this. The videos work perfectly anywhere else, windows media player..and I have no issues editing, not choppy or anything. I'm very new to this software and have tried researching, but cant find similar issues. Thanks for any advice.

Horizontal lines would suggest that the footage is interlaced and not progressive. In the Project settings select "Enable Field Processing" and see if that makes a difference.
Also, make sure your nVidia driver is up to date.

Thank you for your suggestions. I tried both but unfortunately still the same. This happens even before I import any clips to the media pool. So just selecting a video to preview in the media section its having this problem.

What camera recorded these clips?
What is the codec for the file?
Can u post a link here to a very short clip?

The camera is a Canon Vixia HF G20. The codec is AVCHD, is that the issue? Does it need to be an MP4?

AVCHD is not the problem (though I prefer MP4). I can see on your screen capture that the footage is interlaced not progressive.
In the setup menu in the G20 you have probably selected 1080I instead of 1080P.

Thanks for the help. The problem was the codec. I converted from AVCHD to MP4 and also tried AVI. Both are seamless. Thanks again for the suggestions and help.
