Hmmm... So just to make a support matrix...

So we assume the dongle drivers are OK for OSX, or else Resolve wouldn't work. And we assume the dongle itself is OK, or else it wouldn't work under Windows.
And I'm assuming the license check code works for OSX in general or else we'd be hearing about it (and they wouldn't have released it anyway).
That's a peculiar one. Try different USB ports? Is it working under Windows on the same machine, or a different one? Did you turn it off and back on again? Beats me, I think you might need some blue name help on this one.
