Animating 135 masks

Hi I need to animate the level in 135 polyMasks blinking with a slight offset in time they are blinking and then go dark, do you know how to do it procedurally, by not going to every each of them and coping and offsetting and such?

I'm thinking about the tool that could be fed with masks, and then acting like a duplicate tool in terms like having a similar animation but with the offset and probability cases...

Is there a specific pattern? And do the masks have to each be solid? Oh, and have you already made the 135 masks?

No there isn't any specific pattern, it's the photo of a street with neon signs and texts and I'm supposed to gradually turn off all the lights, so I made the clean plate with paint with all the lights turned off and now willing to animate gradually turning them off..
And yeah I've already made 135 ply masks is this a bad take?

Generally? Use an expression based on a seeded random number. Set the seed for each tool differently. The either offset an animation by that amount or directly affect the mask level.
