Had the same issue with all the render nodes reporting a status of "NO LICENSE" on Windows 10 Pro.
I believe the issue was the windows firewall blocking a second instance of FusionServer.exe. There were 2 copies of it running, one for Fusion Studio and one for Render node. Only one instance was allowed through the firewall.
My solution was to create a new inbound rule for '../Fusion Render Node 9/FusionServer.exe' and restarting the Fusion Render node, it now reports "Idle" and can render on all machines.
