Light flickering effect

You need to be a little more specific. The first reply you received was based on an actual 3D solution, but if you need to work with existing footage in 2D there are other ways to create flickering by for example animating gain values of a brightness/contrast tool with a shake modifier.
There are so many options in Fusion, be specific and we can help you better.
