Just an idea: use a generated noise (turbulent, perlin etc) and modify it in a way that it is hard clipped between black and white but clipping level is set by luminance of original image (it probably needs some fiddling with either image expressions or merges with math modes). This should produce a noise map where relative proportion of black and white areas is in relation with luminance of original image. And if your noise has right frequency (size), it should in the end produce this dither effect where black and white pixels are randomly scattered in certain distribution.
