Particles Interact Bounce

I need to create an effect where somebody is walking through a dust cloud, when walking through, the dust moves like a whirlwind around the subject. I tried to use the pbounce effect, but I cant get an animated pBounce cube region to move the hovering particles. Does anybody know what the trick is, or a good tutorial?
