Get 2D position of 3d object

I would like to get the X,Y position in screen coordinates of a 3d object with respect to a 3d camera.

In AE I could do this in an expression with the "toComp" function, which takes a 3d vector in world coordinates and returns a 2d vector in screen coordinates.

What is the equivalent of this in Fusion?

It's called the locator. If you put a locator in your 3D scene it will provide x/y coordinates inside of the 'connect to' RC-menu of your 2D tools.

One more things, when using these connections, how do you offset the position relative to the connected value? I see what I think is the solution under "Modify With", however, all the options are grayed out.

That's where I usually look as well, so I'm not sure what your specific setup is that causes the grayed out status.
