Welcome to the wonderful world of relative coordinates. Because movements in Fusion are relative (effectively percentage based) a move from left to right on the screen will always result in the same movement (optically) whether you use a 16 x9 image or a 1920x1080 - the move will look and feel the same way. The downside to this behaviour, you've just discovered.
The cool thing is that if you set it up correctly Fusion will not actually cut off your image if you merge it on top of a 1920x1080 BG node. The image will continu to 'exist' beyond the border of the BG.
If you merge your 2Kx2K image over the BG and then use the planar transform tool, you can then merge the result on your original image and Fusion will use the full resolution.
