Is this right?

Play HD from laptop out via HDMI, feed into BM micro convert HDMI to SDI and then further to Teranex, convert HD to UHD/4K and feed the sdi to Decklink 4K extreme, and capture in Media Express.

If it doesn't have to be live, why go through this process? You can upscale just fine with many free tools, including Resolve.

I have a Teranex Express and since it scales SD to HD with better quality than with software (including Resolve), I figure that it does the same with HD to UHD.

If you want to do it that way, your workflow looks fine.

Playout, conversion, conversion upscale, record Might be me.. But i think you loose more details there then any software render to 4K...

Does it?
No way it can outperform Resolve's super resolution scaling.
You believe too much in those "outdate by todays standards" hardware boxes.
If source is interlaced then it's another story as in this case 80% success is good deinterlacing and in this case open source tools are shining.
