Weird Glitchy/Warping Artifacts after Rendering in Premiere

Any info on why this is happening? Looks great in the source monitor but after color correcting and rendering it does this -


Not the first time this has happened and it only seems to happen when there is motion particularly something outside the DOF moving across something inside the DOF.

Any help is appreciated!! Thanks!

Did you use optical flow? Looks like that.
Now that the cat #19 is out of the bag, test it as much as you can and use the subforum.
