It seems like the Overlay mode is not working correctly.
With Overlay, anything above 50% should be Screened, anything below 50% should be multiplied. So anything 100% white in the top layer should be 100% white in the composite. This is not happening.
This is happening in Hard Light.
It seems like Hard Light is behaving like Overlay, and Overlay is behaving like Soft Light.
