Blur Parameters Changed?

I've noticed that my Blur & Shrink parameters have changed. They used to start from +100 to -100, but now it defaults at 0 and range from 0 - +100 for the Radius and -100 to +100 for the H/V Ratio.

Just checking because I want to make sure that I haven't accidentally changed any setting without knowing it.

Is this normal? Perhaps a recent software update?
