No Signal Detected in Desktop Video Setup

We recently purchased 2 Decklink Mini Recorders and installed the drivers and Media Express software in 2 new PCs. The capture screen in Media Express shows black screen and the Desktop Video Setup shows the PC recognizes the card but no video signal detected.
The cards on both PCs are recognized in Device Manager. We have 2 older DeckLink Mini Recorders that are working fine with the same setup (we have tried them on 2 new PCs and also on 2 older PCs). We have also tried using HDMI and SDI inputs on the new cards with no success.

Please assist us in solving this issue? Is there any difference between the 2 years old cards and 1 year old cards?
Our tests show that the new cards maybe faulty or are we missing something in the setup? The new cards came with Desktop Driver 10.7 that also don't work with it.
