I'm running 10.9.5 with H.264 Pro recorder OK.
Try running C:\Program Files (x86)\Blackmagic Design\Blackmagic Desktop Video\BMDStreamingServer.exe
Also try another application (which I find better) https://ianmorrish.wordpress.com/2016/08/25/record-h-264-from-blackmagic-television-studio-usb-port/

I would install Desktop Video on another computer that has not had any previous BMD software and then plug in the H.264 recorder and see if Windows Device manager detects it and updates the device firmware.

Driver is not properly installed, so it won't work now.

Uninstall drivers.
Download older version and install.
Try using different cabe/USB port.

Oke..Problem Solved , i check in device manager the problem is driver signature , i restart my pc then F8 and disable driver signature enforcement.

and 1 more question, why i cant hear audio from media express when media express on backgroud or behind the other app

This makes you able to work, but this is not a real solution.

Is BM aware of this? It means there is issue with their driver, so you should contact BM support and let them know. I hope they will see it here also.

This comes up a few times per week - the usual response I see is to make sure you're on the latest Windows updates. Not sure if that resolves it, as I've never run into it myself.
